Hello, What is the definition of users? Meaning if I have 600 users on tier 3, does someone need to drop the course to stay below 600 or I just need to start buying more space?

Next, how does the live course work? Can I use it as a webinar platform and each webinar can have up to 600 live attendees? Thank you
