Q: Can I send newsletters without other software? Is double opt-in possible?

Yes, you can send newsletters using our Audiences and Campaigns. We do not have sign-up forms, so you need to use other forms and call our Subscribe URL to add those to Audience.
This is on the roadmap for next year.

No, you need to have consent from your recipients, as it is required in our terms of service, so you should not need a list cleaning.
