There is no limit on the number of participants you can have per breakout room. You are simply limited by the total number of participants you can have per meeting. So for Tier 3, because you can have 65 total participants per meeting, technically you can have up to 65 participants in one breakout room/space. Or you can have 60 participants in one space and 5 participants in another.
Basically in practice, you can organise your breakout rooms/spaces with any number of participants equal to the total number of participants per meeting.
