What does "Business plans created and maintained monthly" mean, that you can create and use 2 plans each month for example in Tier 2. And the following month, the previous ones are lost?

It means that you can create and maintain 2 business plans for life. If you want to create a 3rd (or 4th, 5th, etc.) business plan, you'd need to over-write one of your existing business plans.
