Can I use this WP-Reset feature (Reset user roles) to Set Users/Client access to Dashboard tools? For example hide the Plugins from the site owner.

This tool resets the capabilities of the default user roles to their default values. All custom roles will be deleted on the WP site, but this does not impact the Dashboard. Unfortunately, it is not possible to allow users to control the Dashboard or its tools in any way.
